Introduction:
The Anna Bhagya Scheme is a flagship welfare initiative by the Karnataka government aimed at reducing hunger and food insecurity among its economically weaker residents. Under this program, eligible families receive free rice each month, ensuring that no one sleeps hungry.

Origins and Evolution
Launched in July 2013 during Siddaramaiah’s first term as Chief Minister, the scheme was introduced with a vision to enhance Karnataka’s public distribution system (PDS) and ensure food security for Below Poverty Line (BPL) households Initially, each beneficiary received 7 kg of rice per person per month, which was later revised to 5 kg by 2021
In early 2023, faced with rice procurement challenges, the government temporarily replaced part of the rice entitlement with Direct Benefit Transfer (DBT)—₹170 per person per month (equivalent to 5 kg of rice at ₹34/kg) However, as of February 19, 2025, the scheme reverted to full rice distribution—providing 10 kg per person instead of 5 kg, discontinuing the cash component
Objectives
- Eliminate Hunger & Malnutrition
The scheme’s core goal is to ensure that all BPL families have regular access to nutritious food
- Financial Relief
By providing free rice, it reduces expenditure on food, thereby enabling poor households to allocate their limited resources to education, healthcare, and other essentials
- Promote Social Equity
Ensuring equitable access to food grains fosters social justice and strengthens community resilience

Funding & Scale
As part of Karnataka’s broader “guarantee” framework, the Anna Bhagya Scheme is one of five flagship welfare programs. In the past two years, it has served 4.4 crore BPL beneficiaries, distributing an additional 5 kg of rice each month, with a total expenditure of around ₹13,564 crore
The government views these flagship schemes—including Anna Bhagya—as a quasi-universal basic income model, aimed at reducing poverty and fostering inclusive growth
Impact & Challenges
- Positive Impacts:
- Significant relief from food insecurity for millions
- Improved nutritional outcomes among vulnerable populations
- Lower financial stress allows families to invest in other human development needs
- Challenges:
- PDS leakage and corruption remain concerns in some areas
- Ensuring accurate targeting to include all deserving households and exclude ineligible ones
- Ensuring consistent quality of rice delivered to beneficiaries
Way Forward
To strengthen the scheme’s impact, Karnataka should consider:
- Tightening PDS mechanisms—through audits, digital inventory, and oversight
- Expanding technology usage, such as biometrics, geo-tagging, and transparent grievance redressal
- Regular quality control—sampling rice quality and enforcing standards
- Beneficiary verification—using updated data to continue targeting the right households
- Community engagement and awareness campaigns to build trust and accountability
Conclusion
The Anna Bhagya Scheme represents Karnataka’s long-term commitment to food and nutritional security for its poorest citizens. By providing 10 kg of free rice per person monthly, the program addresses immediate hunger and also supports broader socio-economic development. Despite challenges, its scale—reaching 4.4 crore BPL beneficiaries—underscores its importance in building an inclusive, equitable future for Karnataka.
